Zavala bugged?

Me and my buddy are trying to go through the Forsaken campaign. He's a Titan and on step 2 which wants him to "Speak with commander Zavala 0%" the hud shows he needs to talk to Ikora (who has absolutely no options when selected just a blank screen) or Zavala which just shows the bounties, armour and a quest we dont need. Can anyone help at all? Hes the fireteam leader.

all members of fireteam speak to both of them (as they make up the vanguard and the quest says speak to the vanguard). there should be a small bit of dialogue, if not then your fireteam is on different steps

He's tried doing it on his own multiple times. Whenever he tried speaking to Ikora or Zavala nothing happens, he just goes into the regular menu for Zavala since he is a titan, and theres no dialogue for Ikora. Our other buddy who picked up forsaken for the first time got through the same step perfectly fine. Something about his Quest is straight up glitched. Hes even tried abandoning the quest and reacquire it but still bugged.

might be a stupid question, but does your friend own Forsaken? the first mission is free for all players, but to complete the rest of the campaign requires them to purchase it

He does, the funny thing is he owns it and I don't, but because we gameshare on xbox I get all games and dlc he owns and i've completed the campaign and he has not lol

Have you tried talking to Zavala on the XBox version? if not give that a shot...
