Not really. It's more due to players' storage space. Not everyone can have unlimited storage space on their computers or consoles. Even Call of Duty has had to downsize their game when it became so large that players were running out of hard drive space.
No, real reason is, they would provide unwelcomne competition to new DLC and many would just spend time in old content ignoring Europa. (Also it was good evidence of big WTFs in their code, so they jsut tried to sweep it under the carpet. And it didn't even work...)

Same with sunsetting, they removed really old stuff to certain point, then they will remove the cap again.
But Imo sunsetting Nightmare weapons was a really dumb idea, that lectern thingy..

Understand: Shifting the meta is a constant concern for gaming venues like Destiny 2. Sunsetting was a "hard" shift. But just because they've gotten rid of sunsetting doesn't mean they won't pivot to a "soft" form of meta shifting instead.
Variety is important, changing the meta from season to season is something that most games of this type try to do.
