Depends on situation and catalysts, but overall Izanagi imo, because special ammo vs heavy!

whisper's better for sustained dps, izi is better for burst damage. in other words, whisper for bosses, izi for majors/champions, though there are always exceptions. neither are really meta anymore after their respective nerfs, but still decent

izi hot swap is still the best ranged dps in the game however hard to use
whisper is good sustained dps but you gotta procc whisperd breathing and if u miss one shot ur dps is ruined

whisper is pretty good) just finished a grandmaster with it, i was a sniper in my team, with frozen orbit and whisper. Izanagi is very hard to aim for me, it is not comfortable to play with, don't know why) i'm missing a lot of shots

I don't think this is true for anything other than sanctified mind as anarchy doesn't work on him. I'm pretty sure that anarchy + a high DPS sniper like IKELOS or supremecy will out DPS izzy hot swapping anywhere else in the game.

I think Izanagi's with Honed Edge and No Distractions is easier to handle, but sometimes I'm also surprised about Whisper and his output.

Izanagi's has better burst DPS, making it ideal for taking out majors, minibosses, and/or champions. Whisper is better for sustained DPS provided you can get White Nail to consistently proc.

That is just with both weapons being used on their own though. Depending on your loadout you may not have to use either.
