explosive damage doesn't suffer damage fall off over range, it also causes more flinch, and will disrupt overload champs in 2 shots instead of 3

2). My favorite, Full bore + Tactical Mag + Killing wind + Firefly + reload mstw

And are you sure Fatebringer is best for PvE? Explosive Payload is great for PvE and PvP, plus it can roll Kill Clip alongside it which is also good for both, but it also has Tunnel Vision and Opening Shot for PvP. All Palindrome's got is Rangefinder and Rampage in one column, and Killing Wind in the other.
Adept Pali will get a bump to all stats on masterwork and you get access to adept mods. So you can run Adept Icarus or adept range or what ever you fancy really.
As for Fatebringer being the best PvE handcannon, like don't get me wrong its a decent PvP option if you get the right rolls for it but its beaten out by Palindrome in every aspect, even t he normal palindrome beats out fatebringer. Fatebringer is also kinetic so it does 10% more damage than an energy handcannon with the same rate of fire (only applies to PvE).
Now this could all change when we get the master version of VoG which will have the time lost weapons that people think may be like the adept weapons from GM's. If that is the case then it might be worth comparing them again.
Saying all this though, GM nightfalls are easier to farm than raids as you need half the people and when master VoG comes i'd imagine it wont be easy so again, GM's are the easier alternative.
End of the day though, its what feels best for you but if you're going on stats and the numbers then Pali for PvP and Fatebringer for PvE. Rewind rounds and firefly has made me actually use handcannons in PvE again (since the shadowkeep changes).
EDIT: With kill clip in respect to fatebringer, kill clip is great for most stuff but its pretty poor in the harder end game PvE things. Hence why Frenzy or firefly are usually the go to in that slot for Fatebringer in PvE. Kill clip for sure does serve a purpose in PvP though, that with Tunnel Vision is quite a good roll on paper.
