For pve mostly use SolarELement Affinity (Warmind Mods)
Additionally, 1 arc for hunters who want the powerful friends mod.
Personally, I go wrath, burning cells, and incineration light (all solar), while taking sheltering light (arc) too. Pop cells, collect when you're in a pinch.
If you're going for a charged w light build, powerful friends and radiant light (both arc) are useful because they charge your fireteam and have stat bonuses. Heal thyself and firepower are useful if you have a grenade-oriented build, say a void 'lock with contraverse holds. If you don't want to be limited by the weapon types for becoming charged, go with charge harvester (void) because that works for kills with any weapon.
For high end activities, I recommend using taking charge (neutral mod) because you can't always bank on rapid kills in, say, a gm/m nightfall.
In short, I recommend 2 arc, 2 solar, and 1 void for a CwL build, 3 solar, 1 arc, and 1 of your choice for a warmind build.
I can't say I'm a big fan of the elemental wells so no idea what a good build for that is.
For armor specific mods: solar or arc for helmet, void does too little and requires enemy proximity
Gauntlets - all are good, but slots are shared with champion, reload and draw speed mods
Chest - any, universal mods can cover everything
Boots - any, despite solar heal being tiny bit better, slots are shared with scavenger mods, absolution and traction for controller players
Class - any, slots are shared with artifact mods that usually cost a lot.
