It isn't available right now, same with Outbreak Perfected's catalyst and Fourth Horseman's catalyst. They said they intend to bring them back at some point, but that was also a while ago. Part of me thinks they intend to bring back the Whisper and Zero Hour quests, seeing as we have a Legends tab now, that way you can earn them the original way. Which would be nice, as those were both fun missions to run.

Mind you, this doesn't solve the Fourth Horseman's unavailable catalyst, but I guess that will just come with time.

It's not available right now. They plan to put it back in, in the future, but haven't decided how to yet.
