Where can I get ,,zero hour''? I need it by outbreak perfected catalyst.

wotw and outbreak perfecteds quests were removed when the locations they were on were removed you can however get the catalysts as random drops from activities

Have they added outbreaks cat back yet? I know they said they were going to at some point idk if its back yet though

According to the catalysts tab in game, it is only acquired by the zero hour mission. However the game also still shows the sunset symbol for the moon weapons like Arc Logic and gives you a non-sunset version.

You don't need to have it equipped, no. You just need to own the weapon.
