Rheasilvia-Divilian Mists lower cliffside path atlas skew issues

I picked up the tracing the stars quest and absolutely cannot find the last atlas skew. i've watched several videos demonstrating that it should be in the cave near the lost sector in rheasilvia but have not been able to find it. i already located the one on the Divilian Mists side near the cat statue. Am i looking in the wrong place or is it simply not spawning? i've tried abandoning the quest and picking it back up and i've looked on multiple characters.
any tips would be appreciated
