Stats i don't believe can be compared between weapons of different classes but are probably ok to use as a rough guide between weapons of the same type. However a higher power level item will deal more damage than a lower one.
Power level only influences damage dealt though, so 2 identical guns 100 power levels apart wont have different reload speed or recoil.
your power level determines how much damage you can do and take in relation to the activity's power level.
if you are of the same power level as the activity, you do 100% of your intended damage and take 100% of intended incoming damage. you can do extra damage to enemies and take less damage from them the higher above the activity's level you are, but this caps at 20+ levels. so for example, if an activity is 1300, someone at 1320 does more damage than someone at 1310, but someone at 1350 does the same damage as someone at 1320.
this also gets a little more complicated when factoring in individual power levels for your weapons, but you really don't need to worry about that unless you are doing end game content honestly

Your personal power level (defined by your artifact level + your gear level) will influence the damage you deal and take in relation to the power level of an activity as was mentioned above.
So a higher power level gun will increase your gear level
this will increase your personal power level which will increase your damage dealt and reduce your damage taken.
The resistance stat boosts the strength of your shield, but even at 100 points it's only a small increase and once you go above 50 for PvE content you won't see much benefit from it.
As mentioned, weapon stats are only really useful to compare weapons of the same type. Weapon damage is typically decided by its fire rate/archtype (which is often the same thing, for example "Adaptive Frame" hand cannons are also called "140 hand cannons"), and of course any perks it has like Rampage or Kill Clip.
