Iron Banner multi-step quest rewards garbage

I finished all the steps just to get a helmet that is not even a powerful or pinnacle reward? My current helmet is 1317, and a reward is 1314. Not to mention that the roll is crap too: recovery and discipline +2 with a total of 64 pts.

Yeah I did this quest expecting something better but it seems it only rewards you with stuff you'd get by just turning in tokens.
