No, this DLC release in 5 months, but Legendary Edition and deluxe upgrade
There's the Destiny 2: Legendary Edition bundle that gives a slight discount to buy the current expansions.
Also note that you don't need the DLC to reach max power level
The Witch Queen packages are pre-orders, Witch Queen isn't due to release until mid Q1 of 2022.
Witch Queen will include Witch Queen (and 4 seasons if you buy the deluxe version). It will NOT include any older expansion content.
If you want the older content, then take a look a the Legendary Edition, that's currently on sale, an includes all three current Expansions (and one season pass). While the sale is on he two older expansions are basically tossed in for free.
Do be aware, Expansions are big content drops, but Seasons are small ones. Each new season includes some activities that you can only partake in if you own that particular season. (Wrathborn Hunts- S12, Battle Grounds- S13, Splicer Overide- S14).
Also be aware, this is a Game-as-a-Service, content is transitory.

Yes, it means 4 season passes that apply to that year.
