Steam replied, and they said it is not installed on my pc for some unknown reason and they are looking into it. So, it in fact has not installed and that's why I can't play. Buying a dlc should automatically allow you to play without doing Shaw campaign, my husband and brother in law bought them the same day and they were able to jump to BL immediately. It's just some glitch that happened. I will finish the campaign in the mean time while they figure it out. Thank you everyone who replied to help me!
Bungie does not show any purchase for my account, which is new since I just loaded this to access the gifted version.
Does the game require a certain level of completion at the base game to access the expansions? Would be a good thing to document...
I'm having the exact same issue. I'm currently just doing Shaw's mission while they figure it out. My hubs and brother in law were at the same point as I was, we all came from xbox to PC life. No crossover save either. All started from the bottom. But they had no issues buying the DLC's and playing.
You've played the Beyond Light part now? I can only do Shaw's mission on the Russian federation area. Can't even access the moon or tower.
Who is the new NPC? Shaw is the only one I see.

and you are right, even without buying the expansion i was forced immediately to do the beyond light intro mission, totally forgot about that.
still weird, the client should be the same for all, or the game wont know what to do if a player uses stasis for example near someone who does not have it. other games on steam have similar issues if the developer pushes out a new update but the version in steams database is not updated, as seen in one of the latest black desert online hickups. but it never happened to a select few of people.
If you have done this then ignore me and best of luck finding a solution.
Now if you don’t have access to the moon or Europa and all the other places then you’re really new or just started a new character and need to complete the Cosmodrome Campaign with Shaw Han. When complete, finish the Tower tour mission. These are a must. When you’re done with the tour, go to Destinations in your Director and you’ll notice that you still don’t have access to the moon and Europa but there is a white bar going around the planet. That’s an experience bar. Once your played the game enough, crucible, strikes, patrols, public events…. That bar will eventually get full and you’ll unlock the moon, Europa etc…
Once you complete the experience bar and unlock the destinations you can start that very first mission I was talking about by just traveling there, it will start the campaign automatically… I noticed it even starts on its own right when you log into you account/new character
if you have not already, try steam-library -home right click dstiny properties.
go to dlc section and see if all selected.
