Game is off center and windowed

I tried fixing in game and it just made things worse.

to center a windowed game: simply be using the game (not alt+tabbed out of it) and hit Windows Key+ Up Arrow on the keyboard and it'll force the window to use the "full space" of the current monitor. it will still be windowed just centered and filled all screen space it can.

to Make the game full screen simply hit Alt + Enter while your're using the game. the same key command will also make the game return to windowed mode at any time. (I find Destiny 2 doesn't like being Alt+Tabbed a lot when it's full screen so I window it when I interact with my second screen or other apps like discord)

I tried to center Fallout 3 by clicking Windows Key+ Up Arrow but it didn't work.

Press Alt + Enter, should bring you back to fullscreen.
