Any reason for a new player to buy DLC right away ?
Just getting into destiny 2 - played the first one a ton back in the day and deciding to give this one a shot.

1) Should I wait on DLC ?
2) Community size ? Am I late to the party or is the game still going strong as far as veterans and new players ?

i wouldnt advise the upgrade version because a lot of stuff is gonna be unavailable in one month
exept maybe if you play non stop for one month and check online what s more important to unlock

It's really up to you if you want to buy the expansions. I'd probably stick with F2P until I felt like I was running out of stuff to do and then pick up the expansions.

60k isn't a lot for D2 TBH. I'd expect to see that double when the new expansion comes out. A lot of the people who have been playing consistently for a long time are taking a break.

4000+ hr player - I am current;y taking a break, but - have done just about everything the game as to offer multiple times on all three characters. I would buy the forsaken DLC and play it through, then pickup Beyond Light. The player base will pickup tremendously when Beyond Light drops, there are a lot of veterans taking a break at the moment.

you earn some benefits... community is close to non-existant unless you join a discord u wont hear anyone ever use the team or fireteam or local chats so i cannot agree with the community statement as bungie has gone to quite some lengths making that part non existant and only exists due to discord :)

dlc go down to 40% every once in a while

I dunno man, its dropped from almost 300k at launch to 70k 24 hour peak. If that's not decreasing then i don't know what is.

Which is typical for any non-esports title released in the last 10 years. Player numbers spike every time some new content is released and then slowly taper off until the next release. That's how games work.

It'll go back up to at least 120k on November 10th and then slowly taper off again as the super casual players who just came back to play the new content a bit leave.
