How to get ruinous effigy?
I know it was a quest you had to do in IO but now that it's no longet available is there another way to do it?

Ruinous Effigy was part of the last Season Pass as a Quest. You should be able to buy it from the Memorial Kiosk in the Tower now.

ruinous effigy was a season pass weapon which is no longer available due to the season ending. it is possible this is reintroduced to the kiosk in the future but likely wont happen for a while.
