It's useful in endgame PvE. Bring it with you when you run bubble void Titan and you'll be very, very hard to kill in your bubble.

Also blinds any big bosses that try to jump in the bubble with you and say "howdy".

It's one of the go-to exotics for titans in raids. The overshield is very useful to prevent people from dying during boss damage phases.

The blinding effect can also be useful for stuff like the thrall that spawn during the Gahlran damage phase in Crown. They'll just kind of wonder around aimlessly instead of slaying half of your team.

I'm finding that I run armamentarium for a 2nd oppressive darkness grenade fairly often right now, but helm of Saint-14 most of the time when that isn't an option.

As others have said its a great exotic for endgame, however its not required for the most part. The exotic itself provides and over shield and adds a blind effect for any enemy that enters the bubble (top tree void).

The added effects are nice like I said but rarely are needed for the most parts, most raid teams will have a bubble titan but that titan will probably be wearing something like actium war rig if the raid boss encounter requires it, the helm itself will be used if you can reach the boss to dps with a sword as the over shield is great for tanking ground slam abilities.
