You got the heart and talked to him right? You'll need to kill taken bosses in the dreaming city. For step 2

All Steps below:
The Seething Heart: Get the Seething Heart and give it to the Drifter.
City of Secrets: Defeat 25 Taken bosses or minibosses in the Dreaming City.
The Corrupted: Complete the unique The Corrupted strike.
The Depleted Weapon Core: Deliver the Depleted Weapon Core to the Drifter.
Business As Usual: Win 10 Gambit matches and deposit 400 motes.
Lights Out: Defeat 25 Guardians then either kill 4 enemy Guardians in one invasion once, or have teammates defeat 4 Guardians in one invasion three times.
Dark Weapon Core: Give the Dark Weapon Core to the Drifter.

I don't see that requirement on any quest guide. The only other thing I can think of is that I have to be the one to deliver the final blow

Malfeasance is a Forsaken dlc weapon if I'm not mistaken. No Forsaken = no quest drop.

Wierd that you can’t get it to drop. On my titan and warlock I got it to drop last week...

Of course it's the dlc I don't own. And on none of the guides I read does it mention that
