Yes, They are separate licenses

Use family share between the two accounts and it should work with one purchase.

DLC may not be shared if the borrower also owns the base game.
family share doesnt work on f2p games. or the dlc for said f2p game



hackers would love it that was a feature.... for any game. imagine the easy abuse and throwaway accounts

it is not about the money but about principles.
I'm a Destiny 1 player got all DLC's for that on PS4 , I own destiny 2 on PS4 got all the DLC's on that also . Now I wanna play Destiny 2 on a NEW PC and Im forced to pay yet again for ALL the DLC's .

I know that DLCs from Stellaris are shared.

to answer OP: you already answered your question with saying there are 2 steam accounts.

It´s about principles? You want it twice so you have to pay twice.

Blame Sony/Microsoft for that, They don't want you playing a game you bought on 1 platform on the other without them getting their cut

Stellaris DLC sharing is just that game's multiplayer feature. Host of the lobby shares their DLC, and everyone plays with their setup, regardless of what they own. It's the same in other Paradox grand strategies.
