Way of a thousand cuts + Ophidia Spathe

Does Knife trick from Way of a thousand cuts work with Ophidia Spathe? It doesnt seem to because in the crucible i can hold 2 charges at max, but when my melee is cooled down i only get 1 melee charge. In a private match however it gives me 2 charges per melee cooldown.

Is this intended or is Ophidia Spathe bugged?

Update: I have played a bit more crucible and did private matches with a friend. Whether Ophidia Spathe works seems random. Sometimes i get 2 charges back and sometimes not. But the chance of Ophidia Spathe not working is significantly higher in normal crucible.
But why would Ophidia Spathe function like this?

If every cooldown give you 2 charge,you dont even need gun anymore.

But throwing knifes work that way, so why not knife trick.
