There are many weapons that can one-shot a guardian.
A lot of them are available without heavy ammo.
Examples of these are some of the snipers and shotguns as mentioned.
Not all of them are one-shotting though.
Then there are many weapon buffs that make them more deadly if the right conditions are met,
some of the nicest handcannons qualify here. But again, they do not necessarily one-shot thereafter but they get very strong and can kill a wounded guardian fast.
Moreover, the game has armor perks available that take action in special scenarios.
A certain part of armor grants an overshield that is very durable.
Another increases the recovery by a decent amount.
In Gambit, there is a special armor set that grants the intruder great power.
Other than that, great power can be the influence of the actual power level, too.
The power level is a relevant influence in activities such as Iron Banner or the Trials.
It does make a great difference there as you might have noticed in PvE already.

Regarding matchmaking, I think that Destiny does not do very well.
The ELO of the players that get matched covers a very wide span. Then there are many fixed teams that fight teams of single-players. Other than that, placement for ELO does take long s.t. you will run the starting ELO for a while until registered properly. The time it takes and the accuracy depend a lot on the PvP activity you choose as well.

And don't say thet they there can't be separate rules for weapons in PvP vs PvE... I mean, looks at the 'Heir Aparent' LMG...the shield behaves way different in PvP compared to PvE..
Y1 gameplay was so very different. I liked it - but I can see many players complain about the TTK.
What kind of statistics do you have regarding this issue?

From what I can tell there are not "a lot of cheaters".
Keep in mind that primary ammo weapons in this game all have TTKs(time to kill) equal to or less than one second, think 3 headshots with a 150 handcannon at ~.7 of a second. so if you are older or otherwise have slowed reaction speeds then it can certainly feel like you are getting oneshot.
As for enemies feeling like they have limitless shields, thats either lag meaning your damage will show up a second or two late. Or you're missing your shots/ shooting outside of your weapons effective range resulting in less damage.
Now i don't know how you play when you're in a match so i can't really give much advice, but here's some general tips you may or may not be aware of. Don't stand still if you don't have to, when you're in a duel then you want to be strafing jumping and ducking as much as you can to avoid getting hit.
Use your movement for aiming as much as you use your mouse, depending on your aim sensitivity it may be easier to line up a headshot by moving a little to the left or right than it is to risk overshooting with your mouse. This is primarily useful in sniping and dueling, the former for times when you only need a little bit of movement to get on target at long range. And the latter as it plays into dodging hits and can help compensate your aim.
Watch this video and figure out what your preferred play style is and focus on that, also if you got the time look up videos from the best pvpers and study how they play, there is also a Crucible school series by Mtashed that gives a lot of good information that is still mostly viable for D2, and i think there is another more recent series for D2 but i forget who is making it. https://www.youtube.com/watch?v=h7nxjWafCZA
Edit. Work on staying alive first and foremost, get into bad situations and try to get out of them. This will help you learn when its good to push and when something is suicide. Gun skill comes with time and practice but staying alive helps you get that practice. Hope this helps!
In most fps games, snipers are skill-based long-range weapons. But in destiny you can just run around a corner and use the built-in aimbot/bullet magnetism to get instant headshots.
Supers, shotguns and snipers are main factors of why so many newbies despise PvP.

Yeah but it shouldnt exist here. Maybe on consoles its ok, but this is a pc game.
