Stutter/Hitching?

Logged on today and the game will hang/hitch every few minutes whether in the tower of roaming around. It was not doing any of this yesterday or before. I reinstalled my gpu drivers, removed my overclocks, deleted Discord, and restarted multiple times and the problem still persists. Ran around in Satisfactory and AC: Odyssey for a while and no hitching. Is this another Vsync bug or something deeper?
Specs:
9900k @ 4.8GHz
32GB 3200 CL14
2080Ti Strix @ 2GHz
860 Evo SSD install

im getting the same..surely preloading another game would cause this

I set my status to Offline and the stutters went away. Another Steam Chat bug? Fix your crap.
