The artifact is not endless, and when you hit 100 at seasonal it ends and you collect eververse engrams instead like before.
Also that last part is just whataboutism, but yeah it is indeed trivial.
AFAIK it caps at lvl 12, and the power bonus goes to 20. If it's endless that's cool, but i don't see why it really would be anyway other than showing arbitrarily how much you've played past the power cap.
The power bonus from the artifact is endless, this is confirmed by the devs and is listed in the patch notes, and like I said over-leveling the season journey is extra nostalgic engrams, you get one every 5 levels above 100.
The difference is absolutely tiny, but it's never going to be "meaningless" because 10% is always 10%. It might mean hitting +23 power two days before some body without it, that's a tangible bonus. The fact that it resets only makes it more worthwhile to grab early rather than trying to get it through normal gameplay. Some people are most certainly competing for top artifact levels for the season, and I'd bet you $50 the person who "wins" that race will have been using a 10% exp ghost the vast majority of the time. For most players it's going to be a trivial difference though like I said.
It's not exponential though, or even truly curved, it appears to be mostly linear, minus the first few levels which are accelerated. Every +1 power rating costs 100k exp more than the last. IE +10 to +11 is like 1,100,000 exp, +13 to +14 is 1,400,000 exp.
You can get exotic ghosts to drop from eververse engrams that have 10% xp gains. Or like others have suggested wait for an event where typically there's a ghost that has 10% xp gains on it you can earn.
