Will total playtime carry over from Battlenet to steam?

Could be, most likely it's stored in Bungie account since sites like wastedondestiny use Bungie api.

Also do we know how /join and /w commands will work now? Do I have to add people on steam to raid with them from D2 PC LFG discord?

its a guess but, do you really think it will have the time spent on blizzrd/Xbox/PS4 and add it on steam.
