Killing Wind is mostly for the Range boost (though it does let you strafe while ADSing a little faster).
Unrelenting works on a point system, so it doesn't go off every time you kill something (once every 2 guardians, every 4 red bars, every 2 elites, and every 1 ultra/boss iirc).
Headseeker is basically just for High Impact Pulses. Makes Cold Denial a more consistent 2 burst kill.
It seems to always 2-shot anyway for me regardless.
I also thought unrelenting worked on just one guardian because of the description --- thanks for clearing that up for me.
Killing Wind very much works and is one of the best perks in the game.
