I have also encountered instant respawns, unlimited fusion rifle firing, nonstop sliding, and more in the game. I know real abilities from hacks. That's why I dislike countlessly being told it was all my imagination.
To those of you that do not know: VAC works like an antivirus: It only knows the definition of known hacks, not unknown ones. It gets hilarious at some points and ridiculous. One thing that you will notice when you have played it for a long time is that lower mmr/rank/whatever matching system there is, is that hackers tends to be more present in those areas.
Hacking, cheating, modding, whatever you want to call it, will always be a problem in games like these. Even Valorant that has promised to be near impossible to cheat in still got people running around with hacks. We have still a long way to go before we can have a game that is 100% tamper-proof in terms of hacks.
Other games has tackled this issue in unconventional ways: not directly banning the hackers, but forcing them to play only against other hackers.
I can not recall a match in D2 where there has been a hacker, but I do not gloss over the fact that there still are some hackers out there. Directly crying to Bungie, saying "fix game pls it bad has hackers bad anti cheat fixxxx plsssss" is not going to help them identify the issue since they probably already know cheating is a problem.
The reason they've not done anything about cheaters is because they can't do anything about cheaters, end of. The game doesn't use dedicated servers which means it's extremely easy to cheat (it's a fundamental flaw with the game's network architecture that can never be fixed). This wasn't quite as big a problem when the game was pay to play, but now that it's free to play even if you ban cheaters they can come back over and over again. GG basically, I sure hope that if they make another multiplayer game that they actually bother with dedicated servers instead.
