Your maximum average light +2 while over 1k is what we call pinnacle, stats on a piece of armor do not matter.
The Rolls or the Value is totally random. You can get a "godroll" even its not pinnacle. AFAIK there are higher chances for good rolls from Prime Engrams.
This is accurate. If you're under 1k light, however, a pinnacle drop is +5.
ALl my drops are capped at 1K now.
If your gear level is 1000 and the item you dismantled wasn't over that, then you didn't dismantle your pinnacle reward.
Usually, at the end of the pinnacle activity where you're rewarded the pinnacle loot, there is a big hit of rewards you gain all at once for the finish so it can be hard to see just from that what the pinnacle reward was.
It could even have been sent to your mailbox if your inventory was full for that slot.
It is important to keep your pinnacle drops even if you won't actually use the item and don't want to use an upgrade module on infusing with it.
All powerful and pinnacle rewards are based on your highest possible gear level including anything in your inventory or vault that you could use, not just what you are using at the time like drops are based off of. The semi-exception is that prime engrams set their reward level at the time they drop so if you get an upgrade between the prime engram dropping and decrypting it that increases your gear level, the prime engram will still decrypt at the level it dropped.
So, you should save at least one of the highest level of pinnacle drop per gear slot just to keep increasing the level at which future pinnacles will drop. Even though it takes +8 total levels over your gear level to increase it by 1, it shouldn't take too long if you're hitting your pinnacle rewards every week. Iron Banner is coming next week and that lets you get 4 pinnacle rewards per character which, if you're lucky, is enough to add a full gear level.
Weapons count for other characters because they "could" use them but armors don't because they can't use them if they're a different class.
