The magician IO (no cabal)

there are not a single cabal mob on IO right now, with the tower event on IO there is no mining rig or random cabal spawns on The Rupture, how to progress in The magician quest??

After hanging around in Rupture for a looooooooooooooong time a Cabal ship finally came 2 or 3 times, dropping a few Cabal soldiers each time.

The brand new problem (could be a BUG, or PEBKAC, I really do not know).

After dealing with the Cabal, there kills was NOT counted by The Magician - Bounty. This really-REALLY sucks (and these are not the colourful words that I want to use, trust me).

On YouTube there's Guardians that didn't even use Cabal on Io, killed them somewhere else and it seemed to work for them . . . but no, even that doesn't work for me.

Must I be using some specific weapon or should I take a Tincture of Queensfoil before, what am I missing here?
