What can I do with the Charges of light (Tier 1, 2, 3)?

But what do I do with them at the blind well? When do I have to put them where?

Head to the Dreaming City, and go straight ahead towards the giant doorway up on the rocky part. Continue through here and you'll come to the Font of Starlight, where the activity takes place. If you're lucky, an event may already be in progress. But otherwise you could start your own and hope other people arrive.

Right in the middle of the room is a machine with three places where a charge can be used. Each slot is for a different level of charge, you use a Tier 1 charge at the tier 1 point if you want to start a Tier 1 event, for example. Or use Tier 3 at the tier 3 point of you want to start a Tier 3 event. It's a public event so doesn't have regular matchmaking, but it's definitely geared towards multiplayer. I think Tier 1 is generally considered soloable, no idea about the others.

The activity involves killing enemies while a timer ticks down. If you kill enough in time, the activity will advance to the next step. The players stand in a safe bubble, and will take damage outside this, but the damage takes a few seconds to start so you have time to go out to grab ammo if needed. When the activity goes to the next step, the current safe spot will shrink and a new one will appear elsewhere.

The number of phases depends on the Tier of the event. At the end you will fight a boss, either one, two, or three, again depending on Tier. When the boss is dead, the event is complete, and on Tier 1 and 2, the reward chest will appear straight away. But on Tier 3, you get a brief moment to insert an 'unstable charge of light' into the machine to start Tier 4, which is basically just one more boss fight. Then that's about it!

I always arrived when the event was already going, I did not knew that you need these to start the event.
