The most I ever saw people doing Heroic Tangled Shore Public Events was during the Festival of Lost as you'd get two chocolate coins for doing it instead of one.
How is going heroic a waste of time? More/better loot and xps seems like the way to go.
Why would you join an event and not take the loot?
It's not that much better and often it's not worth the extra time spent. Only a few Public Events are ended sooner if you trigger Heroic on them. First ones that come to mind that are ended sooner if you trigger Heroic are Taken Blights and Cabal Mining Drill. There's a few others I think but I don't remember them off the top of my head.
And you have bounties or quest steps to participate in (a number of) public events.
Aside from people that have no clue of what to do, yet; to get your easy kills for certain bounties (participate on events, kill amount of (certain) enemies, kills with this or that type of weapon or ability, etc.), and when you are already on 250K glimmer and your armor/weapon collection is already filled to the brim, there's not much of a reward coming out of those chests.
