Is it possible to roll a Range Masterwork on midnight coup?

The range stat used to be weighed a lot more heavily, Not Forgotten was so much better than Luna's Howl because Luna's has around 50 range while NF had like 70 or something, but now their range is nearly the same with a difference of effective range being like 1.5m.
The range stat is no longer as relevant as it used to be in order to bring some semblance of balance to hand cannons.
