It's the moon mission inside the red base with the pyramid in it
I killed all the enemies and he's just permanently invincible

oh,pay attention on some "Special mobs" kill them,they will drop an orange orb,pick it up,you get a time limited buff,damage the boss before the buff gone.

Enemies stopped spawning near the start of the fight, is this a bug

then i afraid you need redo again,try dead once and try again,i never had issue beating this guy.
