You should really hop into the game on PC and test it sometime! Sniper rifles are very, very rewarding for very little work. Because of this, they are extremely overused in both PvE and PvP.
You are correct so to say it was for PvE is strictly opinionated.
There have been numerous videos and test of such things and you cant even trick it to think youre using a controller when you arent.

"flinch" more specifically; if you're being shot at you are better off initially aiming at someone's body.
Since if aiming at their head, flinch (being shot at) will take you off where you want.
but if aiming at body or even surrounding area at a distance~ flinch (being shot at) will aim at the person's head instead lol
Oh they most certainly do. However, bows cannot one shot pretty much anything (Aside from grunts) and only require basic ammo. So in PvE not so much an issue, in PvP also not an issue as it takes 2 shots in pvp and around 2-3 in PvE. Snipers on the other hand with the scavenger perk/finder make things a breeze with very little effort. Not to say the game is hard, because it isn't (Minus some activities.) but in PvP this is basically becoming a plague and I blame a good amount of youtubers on it.
Lots of videos out there saying "Go for this godroll!" and well, people do.

So I wasn't actually just getting pro skillz triple no scoped from people trying to snipe at shotgun range. I knew something was fishy about those snipers.

Learn to move... Hmmm, sliding, head shot, jumping, headshot, popping out of cover from an area they aren't aiming? Why that's a headshot. Upclose fight? Headshot.
Why? Rapidfire frame sniper rifles with snapshot sights have literally no downtime on aiming and have the same 1 shot functionality as aggressive frames. I'm glad you think you're really, really skilled though, I really do. However, fight a team of two or more rapid fire snipers and report back. Also, watch the videos of people displaying these weapons and see that they, themselves show you don't have to aim at the head, so they can shoot your foot and kill you. It's rediculous and stupid and doesn't make much sense from a PvP or PvE perspective.
The magnetism of the Graviton lance (Which has some of the higher AA in the game) and actually curves bullets around corners? Doesn't have the assistance a sniper rifle does.
And about your flinching thing? Anti-flinching armor is a thing you know and a good sniper will shoot you long before you shoot them. Why? Because the radar lets em know exactly where you are.
Aim for someones feet? Headshot
There were even insances when i killed people round a corner if they were close to it. Its literally free kills, and revoker isnt any better, not to mention the rapid fire frames.
Flinch are their biggest enemy, even top tier sniper users gonna have to retreat if they got flinch lock by it, anti flinch mods dont help much in this case.
But against 2 or 3 good sniper at once, thats kinda pain in the ass to deal with, i met this team composition couple of time, its been hell lol.
But then again, in Destiny 2 not many maps are in favor of sniper,
Map Obstacle like box and walls helps alot, always jump or slide if you know there's sniper behind the wall.
Good team coordination and good flanker (preferably night stalker) is your best bet vs full team of snipers.
And yes, there's no real counter to it if you get a maps that give advantage to sniper, which is the reason why you see more and more full sniper premade team these day.
Yeah, I use the cerberus+1 to counter snipers due to the insane flinch it gives, but it's pretty hilarious how fast you get headshot if you don't turn a corner shooting. I've even burst jumped across like a duck game at a carnival and been headshot mid flight.
