I don't know either. It runs at other framerates...you could just install it and play it and see how it is and not worry about the framerate.

the game is literally free, what valid reason do you have to be asking if it can run rather than checking yourself? Hell, if you couldn't be bothered to download it yourself you are sure to be able to find information through a quick google search as to whether a similar system could handle the game.

It should run at 60 FPS if you have a GTX, RTX, etc graphics card. If not, you don't even need a GTX, RTX, etc. It should work fine

Even below 40 fps this game does not stutter that much. Im running on a inferior PC setup the game ask and still 20 fps is the minimum on tower's lobby, 30-40 fps open maps with players.

I'm on an i5 and a GTX 750 1GB card at the moment sadly. I can still run this at near 60 fps with most settings on medium and a couple on high. The game is very well optimized for PC and run great.
