New Characters always level 20?

All players start at character level 50, and power level 750. The character level is hidden from view, so it's not something you will see while playing. The character power level and seasonal rank is what is promoted in game now. The current maximum power level is 970, and that can be augmented by the seasonal artifact power level bonus. The seasonal power level bonus doesn't have an upper limit, but each level requires more experience than the last.

How is anyone supposed to know what level they are if it's hidden from everybody

Its not. You can easily press a button and see every character in any instance and what power level they are

Character level doesnt matter anymore, it's all about gear level. You start with access to all skills in ever subclass, and "leveling up" just unlocks your season rewards.
