Is the outlast a good pulse?

I've been looking into trying other pulse rifles other then bygone and blast.

It is very good in pvp, pve not so much

All kinetic exotics are meh in PvE due to the lack of mod slots and for PvP, vigilance wing is better, the perk on outlast is actually quite pathetic and only works on control matches, it's not even that good in PvE, it's basically a tracking firefly.

outlast is a legendary not exotic?

Its good if you can handle the speed, it can mess your precision shot if you're not used to it.
Blast Furnance is by far still the best legend pulse with its 2 tap kill potential

if you like rapid frames in pvp sure but honestly I feel like the adaptive archetype pulses are way better.
