Can't approach Saint-14

I got some baked cookies (?) to give him but it didnt let me approach him. Is there anything i have to do like quests or something? And i owned the season pass already.

I think he only speaks to the worthy (in BUnGie's dictionary, 'worthy' means people who payed for Season Pass). No money, no cookies for you.

Have you completed your first Sundial run and completed the quest steps up until the point where you are requested to talk to Saint-14?

[EDIT] Season pass is not required in order to complete the above steps.

I haven't done Sundial yet, & Saint-14 won't talk to me either (I have treats to give to him). Has nothing to do with Season Pass.

You need to complete the first Sundial run as well as progress with the quest up to the point where you are asked to talk to Saint-14.

First Sundial run (and intro to Season Pass questline) is free. Also, anyone can approach and talk to Saint-14 in Hanger and even activate his bounties, again, without owning pass Pass. So OP should just go through Intro sequence.

He'll become active right after unlocking the Season 9 Artifact.
