Report a translation problem
The high damage bows(Precision frames) and Fusion Rifles(High-Impact Frames) have a slower draw/charge time than their more precise and/or stable counter parts.
ie. Lightweight frames for bows & Rapid fire, Precision, and Adaptive frames for Fusion Rifles.
edit: actually never noticed this, but it does in fact show the 900 Charge Time fusion rifle as superior to a 860 Charge Time one, wierd.
But yes, lower is faster.
Bungie should take the arrow at draw/charge/fire rate and just make it white, just to symbolize which one is higher and lower without making one seem "better" than the other.
i dismantled ton fusion and bow with low time bcz of it ,,they should've jsut dont add up anything better or worst on charge/draw time
