For Draw/Charge, lower is better if all you want is fire rate, as it is the amount of time it takes to fully draw the bow/fire the fusion rifle.
The high damage bows(Precision frames) and Fusion Rifles(High-Impact Frames) have a slower draw/charge time than their more precise and/or stable counter parts.
ie. Lightweight frames for bows & Rapid fire, Precision, and Adaptive frames for Fusion Rifles.
edit: actually never noticed this, but it does in fact show the 900 Charge Time fusion rifle as superior to a 860 Charge Time one, wierd.

in short lower time faster firing rate right? ok thanks it confuse me a lot since when i compare bow with 450 and 600 the one that shown green is 600 one

I honestly didn't notice untill now that in weapon comparison it would take the highest charge time and mark it as superior.
But yes, lower is faster.

Bungie should take the arrow at draw/charge/fire rate and just make it white, just to symbolize which one is higher and lower without making one seem "better" than the other.

i dismantled ton fusion and bow with low time bcz of it ,,they should've jsut dont add up anything better or worst on charge/draw time

Even if it was longer, that doesn't always make it worse. Wish Ender for example has a very long Draw Time of 828 but it does more damage because of that (and mainly because it is broken right now). On Fusion Rifles it's a bit different, as long charge time fusion rifles can be difficult to use effectively in some cases. Minotaurs that teleport around often made me miss my shots with the slower charging ones.
