Is "Flash Of Inspiration" bugged?

I just used my ult (Wraith blades) in a small room with well over a dozen+ enemies, and generated NUMEROUS orbs... but not one flash of inspiration. Are they not dropping?

might be bugged when using super but then again, those mats aint exactly common either....

Flash of Inspiration — generate Orbs of Light with Masterwork weapons or supers
Pinch of Light — generate Orbs of Light
Superb Flavor — Super kills on any enemy type

I would say, just use a masterworked weapon or a weapon with catalyst done, easiest and fastest way tbh..
