How to force the update download?

I am getting the "Server Offline" error which is clearly bogus since people are reporting problems in-game.

In the past this was a sign that the download didn't happen and simply closing/reopening Steam would trigger the download and fix the issue. But that is not working today.

Is there any way to force the Destiny 2 download?

There is a button on the right side of the downloading screen.

They shut the servers down because of the issues reported after the update. Keep an eye on @Bungiehelp on Twitter.

In Steam?

I clicked Downloads at the bottom of the screen and it shows nothing in progress and no buttons on the right besides "Friends+Chat". There is an "Add a game" button but it gives options for games that are not installed/activated.

They're doing maintenance.

On twitter they originally posted down till 2 pm PST which is 5 pm EST. Think they took the website down also to work on it an added more time to work on that part but the maintenance was still showing end at 5 pm for me.
