I don't understand Destiny 2

So, I have a completely free account. Haven't used real money for this game at all. Now--when you level up your season level, somewhere around level sixty (I don't remember what exact number), you can get an exotic engram. And if I right-click on it, I can see what exotics I can get. It also shows some that I can't get--for some I need Forsaken and some I need Shadowkeep. When I move my mouse over the Monte Carlo, it doesn't say that I require anything. So I assume that this is an exotic that I can get. Today, Xur is selling the Monte Carlo. When my mouse is over it, it looks like I can buy it. I click it. I can't buy it and this add for Forsaken pops up telling me to buy Forsaken. Well, I'm not buying Forsaken right now--so now I can't buy the weapon. THEN, later, on the SAME day (today), I'm patrolling on Nessus, fighting the Fallen and Vex as they "move against each other", I kill a random enemy and he drops an exotic engram--and it's the Monte Carlo! I'm happy, of course, but what gives?
Note: When I tried to purchase the Monte Carlo from Xur, I was on the PC. Then when I got the Monte Carlo on Nessus, I was using the Xbox One S (I was using the Xbox at the time simply because my brother was using the PC). On the Xbox I also have a free account.

Some exotic are part from dlc, and obtained by specific way for f2p like lord of wolves (that need to finish spider bounties and things in tangled shore)
don't worry i have monte carlo from drop, without shadowkeep

That is rather interesting, since the Monte Carlo was added to the game with Shadowkeep, so beyond saying you need an expansion when apparently you don't, it isn't even the right expansion.

Correct, you need shadowkeep to buy from xur

they are both things about destiny we don't understand! we are brothers in a confusion!

It's simple. to buy DLC exotics from Xur, you need to have DLC of that weapon.. If it drops from a openworld event, than it doesn't matter.

Are you saying that ANY DLC exotic can be found in the open world?

Apart from exotics being behind quest walls, yes.

I had the same with some exotics, but if you never try you will never get them.
