it clearly states this several times.
edit: its not just a Destiny thing either... you can't refund ANY DLC on ANY game on steam.
♥♥♥♥♥♥♥♥! You can easily refund dlc on steam if you are within the restrictions of less than 2 hours played and 14 days since purchase, I have even done so myself.
Destiny 2 might have some sprcial restrictions applied by bungie thought, not sure about that.

It's the other way around, games allowing refunds for DLCs are the ones with special rules. DLCs and other in-game purchases are usually officially non-refundable for most games (even though steam states otherwise).
There are some DLCs you can refund. I was under the impression it was blanket across steam.
(i've never tried to refund a DLC, because i've always wanted them)
all that said though.... how do you "Accidentally" buy a DLC?
