How do skins and dyes work at this game?

Things I want to know are : If I put a skin on my gear and then I change gear I can put the skin again on the new gear right?
Also if I put a skin on my gear and dye , if I apply the skin again on the next gear does the dye remain or I have to dye again?

You can put a skin on any legendary gear as many times as you like. You will also have to re-apply the dye on a different piece of gear.

Ornaments and shaders are applied to each item individually. This means that if you switch gear, you'll need to apply those again to the new piece of gear. Note that shaders you wish to apply, will need to be in your inventory in order you to be able to apply them (you can buy more from collections). Ornaments, once unlocked, will be universally available with no need to buy from collections.

Ornaments (skins) - Infinite use, are applied to specific items, so you'll have to reapply them when changing gear.
Shaders (dyes) - Consumables, applied to specific items, will need to be reapplied when changing gear.

Note that Shaders can be pulled from your collections if you need more of a particular one., just costs Glimmer and Legendary Shards.

Both "skins" (ornaments) and "dyes" (shaders) are cosmetics that can be freely applied and removed from equipment. This is on a per-equipment basis, what you do to one thing has no bearing on another. Ornaments are infinite use once unlocked, but can only be applied to certain things (such as legendary hunter leg armor, or a specific weapon). Shaders can be applied to anything, but are consumed on use. You can pull extra copies of any shader you have ever owned from your collections tab for pretty cheap.

Pro tip: Don't use shaders on armor or weapons you're going to be replacing very shortly (like you will be doing starting out). At least, none of the really expensive ones that require legendary shards to reclaim from the collections screen.
