Is owning Forsaken required for Thorn?
I wanted to get my New Light buddy started on some exotic quests so I took him to the campsite for Thorn and Lumina. I figured it wouldn't let him open the chest for Lumina, and was right, but he said there was no prompt for him to search the Ashes for Thorn either. This doesn't make much sense to me since there are no Forsaken related steps during the quest so why would it be locked to players who don't own it?

It's locked behind Forsaken because Thorn was introduced to D2 as part of the Year 2 Annual Pass' content (which, these days, is included in a purchase of Forsaken). Even if none of the steps involve Forsaken-locked content, the mere fact it's a Year 2 Exotic means you need Forsaken.

Requires Forsaken and also now you need to pick the quest from a NPC, after that you'll need to do the ashes step.

Definitely didn't need to talk to anyone to start the quest when I did it last week. Just walked to the camp and searched the ashes which started the quest chain. He was planning on buying Forsaken when it sees a likely price drop at Christmas so I'll let him know if he wants any Y2 annual pass exotics before then, he'll need to just buy it now.
