No they can't, not without a mass clear out of the current people developing the server files and also the people in charge of the matchmaking etc and then replacing them with people that can do the job.
I said that to Bungie on Twitter and got blocked by them because they don't like to "Have there feelings hurt" by someone speaking the truth.
Everything in this game relies on the server files being the best they possibly can, and currently the staff are not up to the task.
This game needs a new development team, one that understands how to create servers and games with this number of players, and that is not the Bungie we currently have.
It's like they have stopped caring about the game, and are only interested in Eververse!
