Best shotgun rolls?
I could never settle my mind on which shotgun perks are decent. What is good for PvE and PvP?

Pvp, I like one two punch, auto loading

For pve, outlaw with a kill perk usually works well.

Auto loading and opening shot have been working well for me. Field prep is also good for the bonus reserves and if you can remember to crouch while reloading.

quickdraw and autoloading for me, so I can quickly swap to it in PVP when someone gets close.

I just stick to the curated roll with the Blasphemer so for me it's quick draw and opening shot

For PvP, your goal is to increase one hit kill range potential:

Most reliable would be:
AGGRESSIVE FRAME ARCHETYPE - e.g. Mindbender's Ambition, Imperial Decree
or
PRECISION FRAME ARCHETYPE - e.g. Dust Rock Blues, Retold Tale

You're looking for the rolls that increase range:

Rifled Barrel/Full Choke - (Full Choke does improve OHK range since spread is better). Mind, that you dont want Smoothbore, it actually makes your spread worse.

Accurized Rounds/Light Mag

Range Masterwork

As for columns 3 and 4, dmg perks like Rampage or Opening Shot can help with OHK.
Though, it is not mandatory, you should consider having Quickdraw or Snapshot Sights to improve you're handling. Many people, consider Slideshot to be one of the best PvP perks.

Note, that it is bit different with Slug Shoguns - Blasphemer/Gunnora's Axe.
They don't benefit from range stat. The only thing that increases OHK range for them is Opening Shot. Other perks are less important and you probably want more handling + Quickdraw/Shapshot

PvE:

Shotguns are not that great in current meta, specially if you compare it with times when Ikelos shotgun reigned supreme at the beggining of the year.

But if you want to use them. I would go with Rapid-fire Frames that can roll Trench barrel - Ikelos or Threat Level for example.

As for One-Two Punch perk that people metioned before.
I believe it is not a good perk for PvP. If you land all the pellets the target should be dead anyway and killing supers is way more situational.

Though, One-Two Punch is probably the best damage perk for shotguns atm, so worth looking for decent One Small Step roll for example.

I don't think I've ever even seen a one-two punch perk on any shotguns I've gotten

If i am not missing something, only 4 shotguns in game can roll it:
Emperor's Courtesy, Prophet of Doom - raid drops.
Last Man Standing - from Reckoning/Gambit.
And One Small Step that i mentioned. This one is arguably your best bet, since you can farm for in passive mode, besides even with The Recluse upcoming nerf, energy primaries gonna stay a good option.

Shotguns are inherently pretty awful in PVE now that anything worth shotgunning has a stomp attack. You’re usually better off with a sniper rifle or fusion rifle these days.

In PVP you’re looking for anything that buffs range. Typically that’s full bore/rifled barrel, accurized rounds and a range masterwork. Then anything like quickdraw, snapshot sights or slideshot can be beneficial too.

Openingshot/moving target/slideshot/snap shot/quickdraw. Basicly anything that gives range, since they already do enough damage on their own, so damage perks like rampage aren't needed.

It's worth remembering that damage perks can essentially be used as a range booster. A shot that might have almost killed might kill once you get rampage/swash stacked up.

People mention range for PvP but you should know that it's not simply about OHK range, it's pretty easy to hit OHK range cap on shotguns without going full range perks and MW. Range makes OHK more consistent at that cap.
