You can change the color pattern of non-exotic weapons with shaders.
I'd recommend not upgrading a lot of stuff left and right though, and you have to do a bit of research to know which perks are worth keeping a piece for and which is just shard fodder.

- Keep the good purple gear regardless of level, as you can infuse it to a higher level using even a blue high level piece of gear.
For the most part, yes. There are things called Ornaments you can get, mostly from Eververse, that allow you to change the look of applicable legendary (purple) equipment. There is a full set of ornaments for armor in the premium season pass, near the end, if you want an example. Weapons and exotic equipment only have ornaments specific to them, likely so other players can see the important parts of what you are running.
