Trying to do Lock and Key Uniditfied frame the rapture, The Echos at the pyramidion But my friend cant join when he trys says uniavible im set to public and everything he was able to join me for shattered throne.

Pyramidon for izanagi is locked behind the quest. If your friend hasn't done it or haven't reached that same stage yet he won't be able to join

If it said something like "all fireteam members must have this step unlocked" then it's likely that he could do the Shattered Throne portion because it doesn't consider it a special circumstance that it involves Izanagi's quest. I did a similar thing last night where a friend's alt wasn't able to join the strike either, but once he swapped to the character that had already done the quest, it was fine.

However if your friend already has Izanagi's quest done, then it was an issue of who was fireteam leader. For the "prove your worth" portion of obtaining Wish-Ender, the person on the quest did not have lead and therefore couldn't start it without it simply saying "unavailable." Once he got lead, it was fine.
