Is there anyway to go petra vej on dreamcity? without forsaken dlc?

im trying to do the brush teeth quest and im stuck, as to deliver some gift to petra, which is not showing up on my dreamcity map. i dont have the dlc forsaken btw

No the quest seems to be undoable for you
you have to complete Forsaken Campain to get acces to dreaming City

You need to grind exp, the progress is shown on Destination map in place where Dreaming City is supposed to be (Bottom Right, there are 2 bars - one for Tangled Shore and second for Dreaming City). You dont need Forsaken addon to get there.

I already have access to Dreaming city, i met here with one of my character, but not anymore! is it a bug ? i can only get to spider there, now.

Wait, now i remember getting the story campaigns as quests from someewhere, when i realised those are the same that i already been thru, i scaped some, hmm may be i screwed up there, cuz now i have the story campaign icon on Dreaming city map, but it does require Forsaken Dlc.

u see i got the game for free on battle.net after that osiris and warmind for free too, that transition to stream, got things messed up i guess, did i get access to Dreaming city by mistake ? cuz now i have acess to ada too now and the forge, gambit, Am i the only one? or all those are free now? also my lvl is 940 now which was impossible, when on battle.net. is this normal ?

Not sure why you screenshot the Tangled Shore map ?
You access the Dreaming City from the Director, like any other destination.

Everyone can access any Destination, new players just have to grind some EXP to do so or play through the campaigns (or be invited by someone else who already has access).

Every player can play Forges, Menagerie, and Gambit.

The new level cap is 960 for gear and more if you count the Artifact bonus.

You simply go to the Dreaming City, she'll be there. Her location inside the Dreaming City changes every week, but there's an icon on the map. You do not need Forsaken to be able to talk to her.

That is intentional, Bungie explained before that with new Light everyone get's access to all of the Year one content, also every Vendor and territory is open to all players, however, most Quests from Forsaken vendors require you to own Forsaken at one point or another within the quest line, all territories are available to everyone, however, aside from Public events there isn't much you can do without owning the DLC needed for it, for example without Shadowkeep you can go to the moon, do all public event's and thats it, you cannot do the Eris Morn bounties or progress the story, same goes for Dreaming city and Tangled shores for which you need forsaken.

Ty all for replies, they do clear Some things up, but still, doest not resolve my pb, if the comment just above this 1 is true, why i cant speak to petra, if u watch the screenshot i posted i have the campaign icon which i have to clear befor i get the petra icon, which require forsaken, but on the moon, i do have Eris morn icon without having to do the campaign, can u guys see the pb ?? Y the comment above logic apply to all locations BUT dreaming city, y i have the exception there ?

I own forsaken so i cannot answer it for sure, but your screenshot shows the Tangled shore and not the dreaming city, those are 2 different places.
