PvP ain’t broken at all, having lots of fun with my friends doing exotic quests and bounties in the crucible.
It's not broken, but it is unbalanced and it primarily surrounds specific weapons more than anything. Like a mountain top/last word combination is disgusting and hardly able to be countered in close, med or even long range. Should people be punished for using weapons they grinded for? Course not. Should those weapons have lower damage overall? Hell yes.
Mountain top is a pocket missle launcher that can literally one shot on a direct hit or leave you with 10-25% hp after barely knicking you. What does it take to get it? Not much considering momentum control is literally jettisoning the weapon into people's pockets.
Granted, this is just one weapon of the many, many unbalanced ones in the game and we haven't even broken into class choices yet! Is it fun? Course it is, is it broken/unbalanced? Also a firm yes, but broken being broken balance not broken in general.

I mean, you're not wrong. But I don't think anyone would claim it's "balanced" in the sense the the brand new player is on an even playing field as the vet with the weapons, armor, and mods.
But D2 is not trying to be a dedicated PVP game like Halo, COD, etc. You're right, D2's PVP is their way to motivate us to grind and grind and grind. I figured you'd expect that going into this though. You should have known this is a looter shooter, not Halo.
...I find Gambit is semi-tolerable because there is a couple paths to victory.....so not always the clowns with the heavily grinded imba gear win.....cruciable is just that.....
In other games, I can progress in the PvE component without being forced to do 100 crucible matches for some PvE weapon.
While I think I know what you are getting at I just wanted to point out a veteran and a beginner will NEVER be on an even playing field.
