I have a quest to talk to her and uh... she's not there.
She's supposed to be in the Dreaming City, right? The quest doesn't point me anywhere else.

She should be right where you spawn in the Mists. If she isn't, you might have to wait a minute or two for NPCs to load.

There were some soldiers that gave me patrols but she was never there, and she usually doesn't spawn there, she's in the right side of the map for me (well, except now, she's nowhere)

I've walked around the place doing lost sectors and patrols for a while and it was all functional including NPCs and other players and public events yet she never appeared

She has three locations, related to the Dreaming City's 3-week cycle. She can be in any of the three patrol zones, depending on what week it is.

Also, what quest? If it is for the Forsaken campaign, she may be next to Spider. The Dreaming City could initially only be accessed after completing that campaign.

Wut, a cycle? I think I heard something about this (the location did look different to last time I visited...) but honestly not sure

It's the introductory quest that asked me to do patrols, public events, etc. on the Dreaming City.
I just never got around to playing that location much since I mostly just farm Black Armory and PvP stuff.

During forsaken she is hanging out with spider, you could check there.

You can actually go to the dreaming city without having Forsaken

If you're doing Forsaken quests, she is at the Spider in the Shore. Otherwise, there should be a map marker somewhere in the Dreaming City, she has 3 different locations so look around the map.

^ I've already been at Spider's and just can't find her

In the Dreaming City she has no icon on the map

Same happened to me now. I did Forsaken etc. again and just wanted to do some daily bounties there and now, she's completely gone for the first time. Not in any location, marker gone etc. This seems to be a new issue. Can't do any bounties there now for today.

Oh, and reloading, returning to Orbit, fast-travel etc. didn't fix it.
